As low birth rates become the norm in Taiwan, the demand for early intervention services shows no sign of diminishing. The data reveals stark realities: by 2025, Taiwan's newborn population will plummet to approximately 107,000—a historic low. Yet, early intervention case notification have surged past 40,000, nearly doubling from a decade ago. This stark contrast underscores that the number of children needing support and recognition has not decreased.
In reality, therapeutic resources are unevenly distributed with significant urban-rural disparities. Complex systems and opaque information, compounded by societal misunderstanding and stigma, trap families of slow-flying angels in a “triple issue” of insufficient resources, unequal access to information, and an unwelcoming society. They are left to navigate this journey alone, day after day.

Across Taiwan, countless children still require early intervention services, waiting to be seen.
A Mountain Road Widens the Gap in Children's Development
Departing from Yilan City, after over an hour's drive distance, we arrive at Qalang Skikun, nestled amidst surrounding mountains. Four-and-a-half-year-old Hsiao Chieh and her three-year-old brother Cheng Cheng live here with their parents. Beyond basic necessities like food, clothing, shelter, and transportation, the parents have limited understanding of child development. Combined with insufficient learning stimulation and the resource gap between urban and rural areas, the children's developmental pace has quietly slowed.

Through the early intervention services provided by Eden's educare givers, we have accompanied Roy in his learning and growth.

Eden focus on Early Intervention Services for 30 years and most care for Slow-Flying Angels
With 30 years of experience in early intervention services, Eden Foundation has been supporting more than 20,000 children with developmental delays every year. We provide cross-disciplinary professional care resources to children and families in need, and warmly accompany them as they learn and grow!
Slow-flying angels Hsiao Chien and Cheng Cheng reside with their parents in the remote mountain village of Qalang Skikun.
Later, when Eden Yilan Children Resource Center conducted outreach visits to the Qalang Skikun, they identified suspected developmental delays in the siblings. After assessment, they determined early intervention support was needed. Due to the family's remote mountain location and poor transportation access, Eden arranged home-based therapy services, enabling educare givers to directly visit the children's home.
Through games, picture cards, and picture books, the educare givers guided the children in learning cognitive skills, rules, and social interaction, while also gradually teaching the parents effective parenting methods. With consistent support, the siblings gradually demonstrated improved learning and social abilities, and the early intervention team became a stable and vital pillar of support for the family.
