
'With love and professionalism, we discover every need!' At the 2025 Annual National Social Work Professionals Recognition Ceremony, Ms. Zoe Chang, Director and Social Work Supervisor of Miaoli Branch Office and Mr. Chia-Chi Wu, Social Worker of Early Intervention, Taoyuan City Branch Office, who from Eden Foundation were honored with the 'Senior Dedication Award' and the 'Outstanding Social Worker Award' respectively. In their respective roles, they are passionate and professional, and use innovative service models to increase child development screening rates, assist caregivers see the needs of their children, and connect resources to brighten the hopes of children with developmental delays and disadvantaged families.

Ms. Zoe Chang joined Eden in 2005 and has been working in Miaoli for 20 years, and is a key driver of local services. She has braved the difficulties of reaching out to the resource-poor mountain tribes to gently care for the slow-flying angels. She has been actively involved in the planning of innovative service programs, contributing to the 'Joint Assessment System for Out-of-Hospital Child Development' and the 'Integrated Screening Model' to shorten the waiting time for assessment and treatment of children with developmental delays. She has also been working with indigenous tribes in the development of mobility services. 'This is the mission of God for me to serve children with developmental delays in remote areas.' she says. Treating every child as a treasure, Zoe understands that it is difficult for caregivers to strike a balance between work and family. Therefore, through individualized services, she allows children to receive therapeutic care at home, which has also assisted many intergenerational parenting families to light up a beacon of hope.

With more than 20 years of experience in social work, Ms. Zoe Chang always upholds the concept of 'holistic lifetime care'. Not only is she a professional supervisor, but she also puts the spirit of social work into practice by insisting on in-depth frontline services. She has served a slow-flying angel, whose grandfather was looking forward to seeing her one last time before he passed away, just to say thank you. This made her realize that the small things she does can have a profound impact on other people, and this has strengthened her determination to continue to engage in social work. Zoe believes that 'companionship' is important, so even as an administrator of the center, she still makes home visits to care for family with slow-flying angels and ensure that the service truly meets their needs. Her efforts and contributions have not only had a profound impact on Miaoli's early intervention services, but have also become a strong support for the children with special needs as they grow up.

Ms. Zoe Chang has been working in Miaoli for 20 years, actively promoting and facilitating the local screening and assessment system, and going deep into the mountainous areas to guard the slow-flying angels.
The other award winner is Mr. Chia-Chi Wu, a social worker of early intervention from Eden in Taoyuan. He joined the team right after graduation, and over the past five years, with his innovative thinking and full of action, to bring the knowledge of early intervention into the community. He has moved screening activities into shopping malls and designed challenge-clearing games to lead parents to observe the development of their children through interaction. He has also organized various activities in conjunction with local associations, incorporating the spirit of CRPD and CRC into them. In addition, Mr. Chia-Chi Wu acted as a storytelling big brother and read inclusive picture books in the park, so that children could learn respect and tolerance, and the professional team of Eden also found out about the developmental progress of children in the games.

In the past, during the epidemic, Mr. Wu and the Eden team worked hard to overcome the limitations and quickly responded to the impact of the cancellation of physical activities. With his professionalism and passion, he became a live streamer and Youtuber to convey the knowledge of early intervention to parents in an easy-to-understand way; he also created a board game to guide the caregivers to examine their own state and then provide stress relief support. 'I like to be on the front lines, listening directly to families' stories and needs.' says Mr. Wu. He has surveyed the needs of early intervention care and participated in academic presentations. He looks forward to continuing to contribute to and energize early intervention care through continuous improvement.
