COVID-19 has affected the world in many aspects. Among all groups, the marginalized groups, especially persons with disabilities, are the most vulnerable and easily overlooked. Persons with disabilities compress 15% of the world’s population. It is crucial for the governments to take proper action to protect the rights and well-being of persons with disabilities.
To promote inclusive social protection for persons with disabilities and to deepen the discussion of what the government could do for them in the crisis of COVID-19, Eden Social Welfare Foundation collaborated with the Center for Inclusive Policy (CIP) (1)to edit Chinese translated video「Covid-19 Crisis : Inclusive Social Protection Response for Persons with Disabilities」. Through this Chinese translated video, we hope to raise the awareness of inclusive social protection can be widely spread to the public and private sectors, as well as the general public.
Prior to the pandemic, persons with disabilities have already been facing more challenges than others. The COVID-19 had made their vulnerability even worse. For instance, when the care-givers get contaminated, the strict quarantine policies may disrupt persons with disabilities’ usual support systems, as a result of that, they may not be able to receive the support they need; furthermore, persons with disabilities are more likely to lose their job and then losing their financial income to support themselves.
This video points out what the government should do to assure the support provision for persons with disabilities. The most crucial task is to ensure that all the public information related to the crisis and response measures are accessible to all persons, with or without disabilities. For instance, Television information should include sign language; and electronic communication devices should be accessible to the visual impaired, etc.
